The population of the town are dominated by The Shadow. They are tilted to the darker sides of their INTERNAL natures, are cowed, and dormant. The town is this thus an extension of The Shadow.
Some, the model maker, show flickers of life, and a very handful are aware, and willing to act, but these are few and far between - their exception needs explaining, but they are needed to provide the protagonist with assistance and support.
The populace is capable of being 'roused'.
